Eight people were killed in Garland, about 20 miles northeast of Dallas, after at least four twisters touched down in the region on Saturday night.
At least three people who died were found in vehicles, Garland Police Lieutenant Pedro Barineau said.
Some cars appeared to have been thrown from motorways near where one of the tornadoes struck at about 6.45pm local time, he said.
About 600 structures - mostly single-family homes - were damaged, added Lt Barineau, who described the scene as "total devastation".
Meanwhile, three others died in Colin County, about 45 miles northeast of Dallas, sheriff's deputy Chris Havey said.
The twisters were spawned by the latest in a string of severe storms to strike several states over the last few days.
On Saturday, a rare blizzard warning was put in place for the Texas and Oklahoma panhandles, where forecasts called for as much as 16in (40cm) of snow and temperatures plunging well below zero.
Torrential rain and flooding in Alabama, Mississippi and Arkansas have been blamed for more than a dozen deaths.
