The men, all from Luton, were detained by counterterrorism officers last week.
Mohammed Istiak Alamgir, 36, is charged with four counts of addressing meetings to encourage support for a proscribed organisation, or to further its activities.
Ziaur Rahman, 38, is charged with three counts of arranging, managing or assisting in arranging or managing a meeting, which he knew was to support a proscribed organisation, or to further its activities.
Yousaf Bashir, 35, is charged with one count of addressing a meeting to encourage support for a proscribed organisation, or to further its activities.
Rajib Khan, 37, is charged with arranging, managing or assisting in arranging or managing a meeting, which he knew was to support a proscribed organisation, or to further its activities.
He also faces a second charge of addressing that meeting.
The alleged offences took place on four dates in June and July.
Scotland Yard said seven properties and a number of vehicles had been searched as part of the investigation.
The men have been remanded in custody to appear at Westminster Magistrates' Court on 9 December.
