The study by the Organisation for Economic Co-operation and Development found 7% of graduates aged 20 to 34 had numeracy skills so poor that they struggled to read a petrol gauge.
Meanwhile, 3.4% of those questioned had difficulty understanding the instructions on a bottle of aspirin.
