Bac Duong, 43, was arrested on Friday in Santa Ana, after flagging down a citizen to say he wanted to turn himself in, according to the Orange County sheriff.
Duong, 20-year-old Jonathan Tieu and 37-year-old Hossein Nayeri broke out of Orange County Central Men's Jail in Santa Ana on 22 January.
They abseiled four storeys to freedom from the roof using a rope made of bed sheets, after slicing through steel bars, climbing into plumbing tunnels and cutting razor wire.
Authorities are still on the lookout for the other two men.
A woman who taught English classes at the jail was arrested on Thursday on suspicion of helping the men.
Nooshafarin Ravaghi, 44, has denied helping the inmates, but investigators say she may have provided them with Google maps of the entire jail complex.
One of her students was Nayeri, and police say the two had exchanged letters of a personal nature, though it was not clear if they were romantically involved.
Duong had been held on an attempted murder charge at the Santa Ana jail since December 2015, for allegedly shooting someone during an argument.
Nayeri was awaiting trial on charges that he kidnapped and tortured a marijuana dispensary owner - cutting off the man's penis in a bid to learn where he had hidden money.
Jonathan Tieu had been held since October 2013 on charges of murder, attempted murder and shooting at an inhabited dwelling.
Investigators have said they believed the trio were living in a white GMC Savana van that was stolen last Sunday in southern Los Angeles.
Duong allegedly stole the vehicle after responding to a sales advert and taking it for a test drive.
